13. Applying Noise to the Layer
With Layer 3 still selected, choose Filter > Noise > Add Noise from the menu bar. In the Add Noise dialog box, increase the Amount setting to pproximately 115 and click on the Monochromatic check box to select it. Click on OK to fill the layer with noise speckles.
Then, choose Filter > Blur > Gaussian Blur from the menu bar. Change the Radius setting to approximately 2.7, and then click on OK. The speckles will now blur together.
14. Clumping the Noise Speckles
With Layer 3 still selected, choose Image > Adjustments > Levels (Ctrl+L) from the menu bar to open the Levels dialog box. Drag the left and right Input Levels sliders toward the center to the positions shown here, and then click on OK to create a sharp black and white image.
Then, choose Filter > Texture > Grain. Choose the settings shown here in the Grain dialog box, and then click on OK to add white noise to the black areas in the image.
